Yes this would be normal as the thermostat is located near the bottom of the tank and as you draw hot water cold is introduced at the bottom and must be reheated.
I liked the previous answers. But if you are concerned about how much fuel you are using, check out the tank-less water heaters. They only heat the water when you need it. My electric system is saving me about 50 per month. They also come in gas.
When you turn on the hot water, cold water starts to replace the hot water you are using, mixing with the hot water in the tank and lowering the overall temperature of the tank. When the temperature of the water drops below the thermostat setting the heater comes on and starts to heat the water back up. You may have the thermostat set too high, check it out. My tank thermostat has settings of a b & c then some more even lower. You should start lowering the setting a little at a time until it gets to the point where it is to cold, then raise it back up one or two points.
