No, sorry, but that can’t be done. The main valve/control box on the side is set for propane or natural gas, and there are feeds in there that can’t be changed. The burner could conceivably be converted by replacing the orifice, but without being able to change the control box, the pressure would be all wrong and the flame would be uncontrollable. The pressure regulator that most other large gas appliances have that you can change over with the pin and spring, is replaced on the water heater by the main control box, which can’t be changed, unless you want to replace that too. It’s just sort of expensive, and unless the water heater is in such a horrible situation where it’s at that it would terribly hard to replace it, it would be less costly to just replace the whole unit.
